Make the sauce: whisk the soy sauce, cornstarch, brown sugar, sesame oil, and 2 tablespoons of water in a small bowl until smooth.
Prep the vegetables so everything is cut and ready: broccoli florets, sliced bell peppers, snap peas, and thinly sliced carrots.
Cook the rice according to the package directions. Start the stir-fry while it cooks.
Heat the neutral oil in a large skillet or wok over high heat until shimmering. Add the broccoli and carrots; stir-fry 3 minutes.
Add the bell peppers and snap peas; stir-fry 2 minutes more, until the vegetables are crisp-tender.
